What is early years funding?
Ofsted registered early years providers have to offer funded childcare and education to parents who have children ages 3-4 who haven’t started school yet, that meet set criteria. Some 2 year olds are also eligible for funding.
Local Authorities pay local providers by directly using the early years funding formula (EYNFF).
What are the responsibilities of a Local Authority?
The Statutory Guidance also applies the following responsibilities of a council;
- free entitlements for two, three and four year olds (subject to set criteria)
- universal entitlement and extended entitlement
- sufficient childcare for working parents
- providing information advice and assistance to parents
- providing information, advice and training to childcare providers
Updates to Statutory Guidance have been introduced and relate to;
- extended entitlement to 30 hours free provision
- how local authorities should pay providers to deliver free entitlement places
- requirements on local authorities to publish information about childcare in their area
- the outcomes that different measures are seeking to achieve
- the legal duties required by legislation
